There is nothing new that Russians have specific understanding of volunteerism in humanitarian sphere. In 2014, we saw \u00abhumanitarian columns\u00bb of white trucks \u00abKamaz\u00bb with Russian tri-colors. After their arrival to Donbas, military actions \u00absuddenly\u00bb resumed. Such a \u00abhumanitarian assistance\u00bb to bleeding Donbas has been delivered by Russia during eight years.\u00a0<\/b><\/p>\n

After full scale Russian invasion in February 2022, Russian \u00abvolunteers\u00bb also invaded Ukrainian occupied territories. What is contemporary Russian \u00abvolunteerism\u00bb in Donbas and other occupied territories?\u00a0<\/b><\/p>\n

<\/p>\n

One of the most visible Russian pseudo-volunteer initiatives on occupied territories is called <\/span>#\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 \u0441 \u0414\u043e\u043d\u0431\u0430\u0441\u0441\u043e\u043c<\/b> (we are together with Donbas). The website of this project announces recruitment of volunteers to support population of so-called \u00abDNR\u00bb and \u00abLNR\u00bb.\u00a0<\/span><\/p>\n

Volunteers for occupied Donbas are selected by \u2026 the Russian Federal Agency for Youth Affairs! Its task \u00abto organize the work for supporting volunteer activity\u00bb in occupied Eastern Ukraine is mandated by the <\/span>Decree<\/span><\/a> of the Russian President \u00abAbout Support of Volunteer Activity on Territories of DNR and LNR\u00bb (# 247 from 30.04.22). In its turn, the Federal Agency <\/span>approved<\/span><\/a> procedures to select and train volunteers. Volunteer and charitable activity is strictly regulated by the government in Russia.\u00a0<\/span><\/p>\n

Artem Metelev, deputy of the State Duma of the Russian Federation and head of its committee on youth affairs, has been among key initiators of #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 movement. He has an extensive experience in governing youth affairs in Russia. He started his \u00abyouth career\u00bb in \u00abMolodaya Gvardia\u00bb (Young Guard), so-called \u00abkomsomol\u00bb of Russian ruling political party \u00abEdinaya Rossia\u00bb (Unified Russia). He managed student changes at \u00abSeliger\u00bb forum conducted by Russian neo-fascist movement \u00abNashi\u00bb (Our People). In 2014-2016, he worked for governmental \u00abRosspatriotcenter\u00bb. The goal of this organization under the Russian Ministry of Defence is military and patriotic education of the Russian youth.<\/span><\/p>\n

In 2017, Metelev was appointed to head the board of \u00abAssociation of Volunteer Centers\u00bb, \u00abnon-governmental organization\u00bb created upon president Putin\u2019s initiative in 2014 \u00abto continue volunteer traditions of Olympic Games in Sochi\u00bb. In 2020, Metelev co-founded\u00a0 volunteer initiative #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435, initially called upon to help victims of Covid-19 pandemics.\u00a0<\/span><\/p>\n

Under Metelev\u2019s management, the Association of Volunteer Centers significantly expanded the scope of its activity. As reported, Metelev advocated for changing Russian legislation and supporting volunteer movement from the state budget.\u00a0<\/span><\/p>\n

He set up online platform Dobro.ru trying to coordinate all volunteers on the territory of the Russian Federation. In fact, platform is an instrument of state control over \u00abvolunteer initiatives\u00bb scattered around the country. <\/span>Dobro.ru<\/span><\/a> declares that 50\u00a0264 organizations registered in its database and propose their projects. Over 2.7 million people are also registered as volunteers.\u00a0<\/span><\/p>\n

Web-pages of registered organizations and volunteers have their rating within Dobro.ru system. Participation of people in volunteer activity as well as overall time spent for volunteer projects (\u00abvolunteer hours\u00bb) are registered and displayed by the system.\u00a0<\/span><\/p>\n

It is interesting that organizations with the highest ranking are Association of Volunteer Centers (the founder of Dobro system), the Ministry of Construction of the Russian Federation, \u00abRosspatriotcenter\u00bb and state monopoly \u00abRussian Railways\u00bb. The fifth place is taken by All-Russian public movement \u00abVolunteers-doctors\u00bb.<\/span><\/p>\n

This approach can be called unique \u00abRussian know how\u00bb: some governmental functions are performed by unpaid volunteers who are thoroughly selected and trained.<\/span><\/p>\n

The first headquarters of project #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 \u0441 \u0414\u043e\u043d\u0431\u0430\u0441\u0441\u043e\u043c was opened in Donetsk on May 5, 2022. The ceremony was attended by high level Russian public officials: Sergei Kirienko, the First Deputy Head of the Administration of the President of the Russian Federation (he is also curator of occupied territories of Ukraine), Ksenia Razuvaeva, the Head of the Russian Federal Agency for Youth Affairs and Denis Pushilin, so-called \u00abhead of DNR\u00bb. The project office was opened in Luhansk on May 20, 2022.\u00a0<\/span><\/p>\n

Thus, the Russian government strictly controls the delivery of \u00abvolunteer assistance\u00bb to \u00abpeople\u2019s republics\u00bb. Project #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 \u0441 \u0414\u043e\u043d\u0431\u0430\u0441\u0441\u043e\u043c is implemented in the form of separate \u00abhumanitarian missions\u00bb about reconstruction of infrastructural objects, healthcare assistance, renewal of secondary education and even \u00abmedia volunteership\u00bb. Each \u00abhumanitarian mission\u00bb is realized by working group including the Association of Volunteer Centers, representatives of the Federal Agency for Youth Affairs, the Russian Federal Security Service, the Russian Ministry of Defence, the Ministry of Foreign Affairs and other organizations.\u00a0<\/span><\/p>\n

Candidates for \u00abvolunteers\u00bb should meet a number of requirements. First, they should be adults with valid Russian citizenship. Second, they should register at Dobro.ru and give their personal data to organizers. Then, potential volunteer must confirm his or her motivation to participate in the program as well as working experience in the chosen sphere and guarantee that he or she will not suspend participation in the \u00abhumanitarian mission\u00bb (the time of mission is determined by organizers and lasts from 14 to 40 days).\u00a0<\/span><\/p>\n

Candidate has to go through multi-stage competition: submission of application, testing and interview, selection and three days training organized by regional headquarters of the project in Rostov oblast.\u00a0<\/span><\/p>\n

Besides that, there are a number of requirements towards \u00abreceiving party\u00bb. In order to receive volunteer assistance, \u00aborganizations\u00bb from \u00abDNR\u00bb and \u00abLNR\u00bb should submit applications through portal Dobro.ru. It should be noted that participation of independent non-governmental organizations is impossible. Article 5 of the \u00abprocedure to select and train volunteers\u00bb stipulates that \u00abreceiving organization\u00bb should not be within the list of unwanted foreign or international organizations (so-called \u00abforeign agents\u00bb) and should not be included into the list of \u00abextremist\u00bb organizations or organizations banned on the territory of the Russian Federation.\u00a0<\/span><\/p>\n

Currently, #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 \u0441 \u0414\u043e\u043d\u0431\u0430\u0441\u0441\u043e\u043c presents information about <\/span>ten \u00abhumanitarian missions\u00bb<\/span><\/a> which should be implemented from June to December 2022 (volunteers are already recruited for three missions).\u00a0<\/span><\/p>\n

Advantages for volunteers are not obvious. The work is not paid. Organizers cover travel to the place of mission and return to the Russian Federation, meals, accommodation, healthcare and psychological assistance, if needed.\u00a0<\/span><\/p>\n

Organizers emphasize risks for participants of \u00abmissions\u00bb \u2013 volunteer activity will be conducted on territories under martial law. Above mentioned Decree of the Russian President guarantees volunteers or their families compensation in cases of injuries or death. Participants of \u00abmissions\u00bb are de jure not involved into military actions.\u00a0<\/span><\/p>\n

The only evident incentive for the Russian youth to participate in \u00abmissions\u00bb is to use this \u00abpatriotic lift\u00bb for making further career within the Russian governmental bodies. Classical social mobility lifts were closed or shut down in authoritarian Russia long time ago.\u00a0<\/span><\/p>\n

Headquarters of #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 describes the work on occupied territories in a neutral way: students rebuild the monument at Savur-Mogyla, psychologists help children in Luhansk, Russian school children collect non-fiction books for libraries in Donbas.\u00a0<\/span><\/p>\n

However, it is difficult for organizers to hide true purpose of these \u00abvolunteer missions\u00bb.<\/span><\/p>\n

Movement #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 actively conducted propaganda events in Donetsk and Luhansk to celebrate the Day of the Russian Flag on August 22, 2022. Tag #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 \u0441 \u0414\u043e\u043d\u0431\u0430\u0441\u0441\u043e\u043c (we are together with Donbas) was \u00absuddenly\u00bb transformed into tag #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 \u0441 \u0420\u043e\u0441\u0441\u0438\u0435\u0439 (we are together with Russia), the main slogan of propaganda campaign underpinning \u00abreferendum\u00bb to \u00abunite\u00bb occupied territories of Eastern and Southern Ukraine with the Russian Federation. People with signs \u00abVolunteer of Victory\u00bb gave Russian flags and badges \u00abCarry Russian tri-color with respect, near your heart\u00bb. It is clear that these measures have nothing to do with humanitarian obligations of Russia as an aggressor and occupant.\u00a0<\/span><\/p>\n

\"\u043c\u044b<\/a><\/p>\n

It is not surprising that movement #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 closely cooperates with occupation authorities in Donetsk and Luhansk. What is unique is that it gradually merges with para-military and police bodies of occupation and Russian authorities.\u00a0<\/span><\/p>\n

Movement #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 in Donetsk and its regional representative Anna Arteeva (presumably, resident of Khartzysk) actively cooperates and coordinates its work with organization \u00abNarodnaya druzhyna DNR\u00bb (People\u2019s team of DNR). It is aimed at \u00abcreating conditions for patriotic education of citizens of DNR by contributing to the maintenance of public order\u00bb. Organization distributes food products among civilians, simultaneously delivers military assistance to \u00abpeople\u2019s militia of DNR\u00bb and promotes \u00abheroes of the Soviet law-enforcement bodies\u00bb.\u00a0<\/span><\/p>\n

In July 2022, Anna Arteeva, coordinator of\u00a0 #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435, participated in events commemorating \u00abmemory day of children, victims of the war in Donbas\u00bb. She condemned \u00abcrimes of Ukrainian Nazism\u00bb. Events were initiated by local branch of Russian para-military youth movement \u00abYunarmia\u00bb (Youth Army). It should be emphasized that goals of Yunarmia\u00bb have nothing to do with humanitarian missions or protection of children\u2019 rights.\u00a0<\/span><\/p>\n

In August 10, 2022, Anna Arteeva together with Volodymyr Taranenko, the head of \u00abNarodnaya Druzhyna DNR\u00bb, visited Kherson and \u00abmet with youth\u00bb. The photo of meetings demonstrates huge banner \u00abKherson oblast. We are together with Russia\u00bb.\u00a0<\/span><\/p>\n

More to that, the Association of Volunteer Centers and project #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 \u0441 \u0414\u043e\u043d\u0431\u0430\u0441\u0441\u043e\u043c have clear connections with international humanitarian organizations. The Association declared fund raising campaign to support #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435 in Donbas on June 8, 2022. Archived link opens \u00abPublic report about the use of financial resources received by All-Russian non-governmental organization \u00abRussian Red Cross\u00bb within Complex charitable program of Russian Red Cross to help victims of the Ukrainian crisis in 2022 for the period from February 21 to May 25, 2022\u00bb. The blank of the Red Cross has the logotype of #\u043c\u044b\u0432\u043c\u0435\u0441\u0442\u0435. In accordance with this <\/span>report<\/span><\/a>, the campaign raised almost 180 million Russian Rubles.\u00a0<\/span><\/p>\n

Russian Red Cross initiated \u00abnational fund raising for refugees from the territory of South Eastern Ukraine\u00bb on February 21, 2022, in response to declarations of DNR and LNR about <\/span>evacuation of civilians<\/span><\/a>. Russian \u00abhuman rights activists\u00bb as well as \u00abDNR-LNR\u00bb made false start as full scale Russian invasion and unprecedented humanitarian crisis unfolded few days later.\u00a0<\/span><\/p>\n

In order to secure its public legitimacy, \u00abRussian Red Cross\u00bb regularly highlights its contacts with UN bodies. Russian Red Cross announced on July 5, 2022 that <\/span>an agreement on expanding assistance to Ukrainian refugees<\/span><\/a> was concluded between Karim Atassi, the head of office of the United Nations High Commissioner for Refugees in Russia, and Pavlo Savchuk, the head of Russian Red Cross.\u00a0<\/span><\/p>\n

Russian approach towards humanitarian crises is undoubtedly different from the approach of civilized world. For Ukrainians, attempts to call people recruited by Russian governmental bodies under surveillance of the Federal Security Service as \u00abvolunteers\u00bb seem idiotic and offending.\u00a0<\/span><\/p>\n

However, Russian police state tries to imitate external signs of volunteer movements. We can call it \u00abRussian hybrid volunteerism\u00bb when the imitated form hides aggressive content contradicting internationally recognized principles of charitable and volunteer activity.\u00a0<\/span><\/p>\n

This approach merges UNHCR, Russian Red Cross and Russian para-military \u00abYunarmia\u00bb and organizations supporting \u00abpeople\u2019s militia of DNR\u00bb into one network.<\/span><\/p>\n
