They robbed modern asphalt plant opened in Nova Kakhovka in 2020 and closed \u201cChumak\u201d factory in Kakhovka in the middle of November.<\/b><!--more--><\/p>\n<p><span style=\"font-weight: 400;\">As it has been reported by local residents to <a href=\"https:\/\/investigator.org.ua\/ua\/\" target=\"_blank\" rel=\"noopener\">the Center for Journalist Investigations<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As of November 18, Russian occupants completely looted new asphalt plant owned by LLC \u201cABZ-Invest\u201d registered in Khmelnytska oblast (it is a branch of JSC \u201cKhmelnytske ShBU #56\u201d). Russians took away all equipment and trailers; only one asphalt mixer was left, as local residents reported.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOccupants have tried to loot equipment and machines of asphalt plant since March. Personnel of the plant hid some equipment and made other equipment inoperable. But now Russians target main facilities of the plant in the city\u201d, as local residents said.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Russian occupants also finally closed production <\/span><a href=\"https:\/\/investigator.org.ua\/ua\/news-2\/248514\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">facilities of JSC \u201cChumak\u201d<\/span><\/a><span style=\"font-weight: 400;\"> located in Kakhovka. They \u201cfired\u201d all workers, including guards, and confiscated accounting documents and remnants of raw materials. Photo: inventure.com.ua<\/span><\/i><\/em><\/p><\/div>\n<p><span style=\"font-weight: 400;\">JSC \u201cChumak\u201d, the company with foreign investments, <\/span><a href=\"https:\/\/investigator.org.ua\/ua\/news-2\/243218\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">changed its registration address<\/span><\/a><span style=\"font-weight: 400;\"> in the middle of May from temporarily occupied Kakhovka to the Kyiv address of \u201cDelta Wilmar Ukraine\u201d company. Both companies have the same final beneficiary.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As CJI reported, Russian invaders announced the \u201cre-launch\u201d of older asphalt factory in Nova Kakhovka in June 2022. This factory is owned by local municipal company \u201cNovokakhovske shljakhove-ekspluatatsijne upravlinnja\u201d. <\/span><a href=\"https:\/\/investigator.org.ua\/ua\/news-2\/243977\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Collaborator Volodymyr Starodubtsev was appointed<\/span><\/a><span style=\"font-weight: 400;\"> by occupants as the \u201cresponsible person\u201d for the \u201cre-launch\u201d.
