The Ministry has been headed by Russian citizen <\/span>Pekova Elena Yuryevna<\/span><\/a> from Novosybirsk oblast. In 2021, she opened law firm in occupied Sevastopol. In 2023, she has been appointed as the \u201cminister\u201d of the temporary occupied territories of Kherson oblast. <\/span>In accordance with the CJI<\/span><\/a>, she has been promoted by her \u201cinformal patron\u201d <\/span>Borys Faingold<\/b>, a representative of Crimean semi-criminal <\/span>clan<\/span><\/a> of <\/span>Faingold<\/span><\/a>. He became an advisor of \u201cgovernor\u201d Saldo and played an important role in expropriation of Ukrainian assets.\u00a0<\/span><\/p>\n Lawsuits are submitted by Russian prosecutors in favor of Russian occupation \u201cgovernment\u201d of Kherson oblast and territorial office of Russian Federal Agency for State Property Management. As prosecutors claim, grain elevators, bread factories, land plots, assets of large and small agricultural enterprises and farms, stolen from Ukrainian owners, should be transferred to the Russian Federation.\u00a0<\/span><\/p>\n It is symbolic that \u201cRussian arbitration court\u201d is located <\/span>in private resort complex \u201cPegas\u201d<\/span><\/a> in Schaslyvtseve village of Genichesk raion. It has been <\/span>expropriated<\/span><\/a> from legitimate Ukrainian owners.\u00a0<\/span><\/p>\n Bread factories for Saldo\u2019s friend\u00a0<\/b><\/p>\n On September 17, 2024, Russian \u201carbitration court\u201d launched consideration of lawsuit submitted by Russian prosecutors against \u201cMISO\u201d and LLC \u201cBeryslav-Khlebozavod\u201d (\u201c<\/span>clone<\/span><\/a>\u201d of Ukrainian company) about transfer of assets of company \u201cKhlebokombynat Skadovskogo RAIPO\u201d [bread factory].\u00a0<\/span><\/p>\n In 2022, Russian occupants illegally created this \u201cbread factory\u201d on the basis of expropriated \u201cKhlibokombynat Skadovskogo RAIST\u201d.\u00a0<\/span><\/p>\n On April 20, 2023, Russian \u201cgovernor\u201d Volodymyr Saldo transferred its assets to company \u201cBeryslav-Khlebozavod\u201d controlled by his friend \u2013 <\/span>collaborator Olena Dmytruk<\/span><\/a>.\u00a0<\/span><\/p>\n In accordance with the Russian State Register of Legal Entities, Skadovsk bread factory and \u201cBeryslav-Khlebozavod\u201d have been headed by <\/span>Panina Tetyana Ivanivna<\/b>, resident of Nova Kakhovka, born on May 13, 1975, assistant of Olena Dmytruk and director of Ukrainian LLC \u201cBeryslav-Khlibozavod\u201d.\u00a0<\/span><\/p>\n Tetyana Panina, director of LLC \u201cBeryslav-Khlibozavod\u201d and its Russian \u201cclone\u201d. Photo: social media\u00a0<\/span><\/i><\/p><\/div>\n Russian prosecutors claim that transfer of assets has been illegal and caused losses of 652 thousand Rubles. Losses should be reimbursed by the company owned by Dmytruk. Assets should be returned to the Russian Federation.\u00a0<\/span><\/p>\n Olena Dmytruk is a widow of Mykola Dmytruk, local land owner, former Member of the Ukrainian Parliament from pro-Russian Party of Regions and Member of Kherson Oblast Council from Ukrainian political party \u201cNash Krai\u201d [Our Land], now <\/span>banned<\/span><\/a> by the Ukrainian legislation.\u00a0<\/span><\/p>\n In autumn 2023, 52 years old Olena Dmytruk participated in the illegal elections in occupied Kherson oblast from Putin\u2019s political party \u201cUnited Russia\u201d. As Russian occupation social media stated, she has been among three leaders of elections.\u00a0<\/span><\/p>\n Partners and employees of companies, controlled by Dmytruk, accused her of non-payment of salaries. Screenshot of video of Russian occupation social media\u00a0<\/span><\/i><\/p><\/div>\n Grain and land for Buluk\u00a0<\/b><\/p>\n Owner of large agricultural business empire and <\/span>traitor Vitalii Buluk<\/span><\/a> is the \u201cfirst deputy head\u201d of occupation government of Kherson oblast on finances and economic development. In autumn 2022, future Russian \u201cgovernor\u201d Saldo transferred a number of Ukrainian agricultural enterprises under the management of LLC \u201cB-Agro\u201d in Skadovsk. This company was founded by 29 years old Viktor Buluk, older son of Vitalii Buluk. He registered six Russian legal entities, clones of Ukrainian companies.<\/span><\/p>\n Grain elevator in Sirogozy village of Genichesk raion, with storage capacity of 92 thousand tons, was also transferred to \u201cB-Agro\u201d. Before the Russian occupation, it has been owned by holding \u201c<\/span>OptimusAgro Trade<\/span><\/a>\u201d from Dnipro, one of the largest Ukrainian producers and exporters of vegetable oil and mash, the owner of 30 elevators.\u00a0<\/span><\/p>\nlysty_do_saldo In June 2022, \u201cOptimusAgro Trade\u201d <\/span>reported<\/span><\/a> that it stopped the activity of its elevators on temporary occupied territory of Kherson and Zaporizhzhia oblasts. Ukrainian companies, owners of elevators in Kherson oblast, were not registered in the Russian jurisdiction, as follows from the letter of manager of Russian clone \u201cB-Agro\u201d to Saldo (<\/span>this document was delivered by community <\/span><\/i>KibOrg<\/span><\/i><\/a> for <\/span><\/i>joint investigation<\/span><\/i><\/a> of project \u201cSchemes: corruption in details\u201d (Radio Liberty) and Belorussian center of investigations)<\/span><\/i>.\u00a0<\/span><\/p>\n As Russian prosecutors indicate in their lawsuits, LLC \u201cB-Agro\u201d received assets of company \u201c<\/span>Agrocompleks Rubanivsky\u201d LLC \u201cGrad.Ka\u201d<\/span><\/a> in Kakhovka raion. They include one elevator and <\/span>mill<\/span><\/a> producing high quality flour.\u00a0<\/span><\/p>\n The family of Buluk received assets of private farm \u201c<\/span>Yug<\/span><\/a>\u201d in Kakhovka raion, LLCs <\/span>\u201cGrad.Ka\u201d<\/span><\/a> and <\/span>\u201cDruzhba-5\u201d<\/span><\/a> in Kherson, private farm \u201cKhliborob\u201d from Novooleksandrivka village in Genichesk raion as well as <\/span>LLC \u201cPromin-21\u201d<\/span><\/a> from Verkhni Torgai village in Nyzhnyosirogozsky community. According to the CJI, legitimate owners of these companies left occupied territories in 2022.\u00a0<\/span><\/p>\n Collaborator Viktor Buluk. It was owned by Ukrainian company with final beneficiaries <\/span>Albert Cherepakha<\/b> and his daughter <\/span>Margaryta Cherepakha<\/b>. This elevator has a storage capacity of 66.5 thousand tons and is capable to load 1.8 thousand tons per day.\u00a0<\/span><\/p>\n Albert Cherepakha has been among the largest land owners of Kherson oblast. He has been a member of Kherson Oblast Council. An investigation of the CJI \u201c<\/span>Land of Cherepakha<\/span><\/a>\u201d revealed that he has owned 2.3 thousand hectares of land. His wife has owned over one thousand hectares. Then, his companies have leased thousands of land plots (for example, in accordance with YouControl, only LLC \u201cAgro-spivdruzhnist\u201d owned almost three thousand land plots).\u00a0<\/span><\/p>\n Almost all land plots of Cherepakha and an elevator are located on occupied territory of Genichesk raion. It should be emphasized that Albert Cherepakha is among a few land owners of Kherson oblast who refused to cooperate with Russian occupation authorities. As <\/span>\u0421\u0443\u0441\u043f\u0456\u043b\u044c\u043d\u0435<\/span><\/a> reported, his charitable foundation financed mobile shelters for Kherson residents. As Russian prosecutors\u2019 lawsuits and documents, leaked by Kiborg, demonstrate, the family of Buluk and Nimetullaev stole all assets of Cherepakha.\u00a0<\/span><\/p>\n Grain elevator in Novooleksiivka, 2020. As they concluded, losses, caused by illegal use of two elevators in Sirogozy and Novooleksiivka, amounted to over 10 million Rubles.\u00a0<\/span><\/p>\n Bread for Nimetullaev\u00a0<\/b><\/p>\n Volodymyr Saldo also offered generous assets to traitor Seitumer Nimetullaev. In February 2023, Nimetullaev registered his <\/span>LLC \u201cAgroholding Soyuz\u201d<\/span><\/a> in the Russian State Register. Saldo transferred a number of assets into \u201cindefinite use and management\u201d to this company in one month. Assets included buildings and land plots in Chervone village of Genichesk community, at Centralna street, 2a, 2b, 2v etc.\u00a0<\/span><\/p>\n Above mentioned charitable foundation of Cherepakha was registered at one of those addresses before autumn 2022.\u00a0<\/span><\/p>\n As Russian prosecutors concluded, illegal use of these assets by Nimetullaev\u2019s company caused losses of 19 million Rubles.\u00a0<\/span><\/p>\n In July 2024, Russian occupants transferred assets of agricultural company \u201cSima\u201d to LLC \u201cAgroholding Soyuz\u201d. Before the Russian occupation, company was registered in Velyka Lepetykha village in Kakhovka raion. It was founded by citizens of France, Ireland, Netherlands and company \u201cSwiss Sustainable Agri Holdings B.V.\u201d registered in Netherlands.\u00a0<\/span><\/p>\n \u201cArbitration court\u201d of Kherson oblast has not satisfied Russian prosecutors\u2019 lawsuits about two above mentioned contracts.\u00a0<\/span><\/p>\n Collaborator Seitumer Nimetullaev (right) on lands stolen from LLC \u201cAgroholding \u201cSoyuz\u201d, October 2023. Photo from Russian occupation social media\u00a0<\/em><\/p><\/div>\n Grain Everest for Faingold and Mamaev\u00a0<\/b><\/p>\n As CJI\u2019s sources in occupied Genichesk report, <\/span>Sergii Oleksandrovych Mamaev<\/b> is among closest friends of Saldo and his partner Borys Faingold. He came from Donetsk oblast where he has <\/span>worked<\/span><\/a> in the Department of Health Care of Donetsk State Oblast Administration before the Russian occupation.\u00a0<\/span><\/p>\n His business assets in occupied Genichesk include shares in LLC \u201c<\/span>Agrointegratsia-Yug<\/span><\/a>\u201d and \u201c<\/span>Everest<\/span><\/a>\u201d. They are registered in the Russian State Register on behalf of his wife <\/span>Mamaeva Lilia Leonidivna<\/b><\/a>. Legal address of these companies and the Association of private farms and cooperatives headed by Lilia Mamaeva is the same \u2013 Genichesk, Portovy uzviz, 6. According to <\/span>\u0413\u0435\u043d\u0456\u0447\u0435\u0441\u044c\u043a.ua<\/span><\/a>, it is the household of local collaborator Yevgenia Polyakova who looted local office of \u201cNova poshta\u201d.\u00a0<\/span><\/p>\n Another LLC \u201c<\/span>Everest<\/span><\/a>\u201d (in Russia, identical names are allowed) is also registered at this address. It is headed and co-founded by Simferopol resident <\/span>Voitsekhovych Kostyantyn Gennadiovych<\/b> (70% of shares). His partner is Russian citizen Popovichev Aleksandr Aleksandrovich from Lipetsk. Two legal entities with identical names at the same legal address is a sign of classical scheme to transfer and launder money.\u00a0<\/span><\/p>\n As Russian prosecutors\u2019 <\/span>lawsuit<\/span><\/a> demonstrates, elevator in Rivne village of Genichesk community was illegally transferred to this LLC \u201cEverest\u201d. In accordance with Russian occupation accounts, <\/span>the elevator stored grain for 200 million Rubles when it was seized<\/b>.\u00a0<\/span><\/p>\n It is remarkable that Sergii Mamaev asked Saldo to transfer ten \u201cabandoned\u201d private farms to \u201cEverest\u201d at the beginning of last year. Half of them were owned by Iryna Barakh, wife of former Military Prosecutor of Ukraine Anatolii Matias. Mamaev titled himself as General Director of \u201cEverest\u201d in his letter to Saldo, though, the Russian State Register did not confirm this title.\u00a0<\/span><\/p>\n All above mentioned legal entities with the same address are related to the clan of Faingold. Borys Faingold is its representative in occupied Southern Ukraine. Before the Russian occupation of Crimea, Kostyantyn Voitsekhovych has been director of Simferopol LLC \u201cSever-Yug\u201d. Share of this company was owned by Olga Faingold, wife of <\/span>Oleksandr Faingold<\/span><\/a>, son of the head of clan and cousin of Borys Faingold. One of Olga Faingold\u2019s business partners has been Valentyna Vitaliivna Kravchenko, who possessed largest 45% share in LLC \u201cAgrointegratsia-Yug\u201d, headed by Mamaeva.\u00a0<\/span><\/p>\n Collaborator Borys Faingold, advisor of Volodymyr Saldo, Russian \u201cgovernor\u201d of temporary occupied Kherson oblast. Photo: social media <\/em><\/p><\/div>\n It is interesting that new neighbor of Genichesk \u201cEverests\u201d appeared recently \u2013 it is <\/span>LLC \u201cArchangel\u201d<\/span><\/a>. Russian project \u201cArchangel\u201d is the network of training centers preparing FPV drone operators within 3-4 weeks. After graduation, its trainees must sign contract with the Russian Ministry of Defense and participate in the war against Ukraine.\u00a0<\/span><\/p>\n How to steal already stolen: market in Kakhovka\u00a0<\/b><\/p>\n Local entrepreneurs, offended by Russian occupants, also use Kherson \u201carbitration court\u201d to protect their interests.\u00a0<\/span><\/p>\n \u201cArbitration court\u201d has considered the lawsuit of illegally created LLCs \u201cNordstell\u201d and \u201cKontinental-Yug\u201d. They require recognizing as void the decision to register Kherson oblast association of consumer communities in the Russian jurisdiction. Association has been headed by <\/span>traitor Dmytro Bolbot<\/span><\/a>.\u00a0<\/span><\/p>\n The reason behind this lawsuit is clear. Owners of \u201cNordstell\u201d want to restore their control over expropriated company \u201cKakhovka market\u201d of Kherson association of consumer communities. The company has been headed by Vitalii Kovalenko, legitimate director of the market, and his partner Borys Zanakhadinov. These two men also received LLC \u201cTroika\u201d, producer of mineral water under trade mark \u201cKakhovka\u201d. Russian occupants <\/span>expropriated<\/span><\/a> \u201cTroika\u201d.\u00a0<\/span><\/p>\n On June 1, 2023, Russian occupants expelled representatives of \u201cNordstell\u201d\u00a0from \u201cTroika\u201d. In June 2023, occupants created Russian clone of Kherson association of consumer communities, managing Kakhovka market. Occupants appointed <\/span>Kherson resident Pavlo Yaryga<\/span><\/a> and then <\/span>Kakhovka resident Olena Grek<\/span><\/a> as its \u201cdirector\u201d. Thus, collaborators of \u201cthe first wave\u201d with Vitalii Kovalenko were replaced by Russian \u201csecond wave\u201d puppets.\u00a0<\/span><\/p>\n Collaborator Vitalii Kovalenko. Here is an example of illegally created JSC \u201cHouse of cognacs \u201cTavria\u201d. According to the Russian State Register, it has been headed by <\/span>Rud Volodymyr Volodymyrovych<\/b>.\u00a0<\/span><\/p>\n In June 2022, he created Russian clone of renowned Ukrainian company in Russian jurisdiction. However, Russian occupants \u201cnationalized\u201d it and put under temporary management of LLC \u201cCrimean wine and vodka holding\u201d (it reported losses of over 7 million Rubles in 2022).\u00a0<\/span><\/p>\n <\/em> House of cognac \u201cTavria\u201d, 2017. Photo: google.com\/maps<\/em><\/p><\/div>\n After \u201cnationalization\u201d, in autumn 2022, Russian occupants <\/span>stole<\/span><\/a> cognac spirit, ready products and equipment. Premises of the company were used as a warehouse of munitions.\u00a0<\/span><\/p>\n Initial owners tried to cancel decision about \u201cnationalization\u201d. They addressed Russian occupation administration of Kherson oblast, headed by Volodymyr Saldo. They argued that they registered company in Russian jurisdiction and paid taxes to the Russian budget. They also argued that the Russian legislation stipulated that it was not allowed to recognize assets as \u201cabandoned\u201d if they had owners.\u00a0<\/span><\/p>\n Their complaints to occupation authorities were ignored. Saldo and his friends also ignored letter of Russian prosecutors arguing that immovable property of \u201cTavria\u201d was recognized \u201cabandoned\u201d in violation of the Russian legislation.\u00a0<\/span><\/p>\n \u201cIt contributed to misappropriation of financial resources and material assets of the company.
