Documents have been issued before autumn 2023. But they still preserve their importance. First, they provide evidence of Russian war crimes (illegal expropriation of Ukrainian civic assets in temporary occupied Kherson region). Second, these war crimes are being committed right now. No assets, mentioned in documents, were returned to their legitimate owners. More to that, they have been illegally used by Russian companies or organizations, appointed by Russian \u00abgovernor\u00bb Volodymyr Saldo and Russian occupation authorities.<\/p>\n
The Center of Journalist Investigations publishes one document, hacked by KibOrg. It is the list of Ukrainian stolen assets, compiled by occupation \u00abMinistry of Property and Land Relations\u00bb. \u00abActing Minister\u00bb Elena Pekova<\/a> sent this list to \u00abgovernor\u00bb Saldo on October 24, 2023, upon request of the Main Revision Department of the Administration of the President of Russia.<\/p>\n\u043f\u0435\u0440\u0435\u043b\u0456\u043a \u0432\u0456\u0434\u0436\u0430\u0442\u043e\u0433\u043e-\u043f\u0435\u0440\u0435\u0434\u0430\u043d\u043e\u0433\u043e List of civic property objects in Kherson region, illegally expropriated by Russian occupation authorities and transferred to Russian companies and organizations. Photo:<\/em> KibOrg\u00a0<\/span><\/i><\/p>\n Russian occupants transferred property complex of Ukrainian mobile operator \u00abVodafone\u00bb<\/strong> (JSC \u00abVF Ukraina\u00bb) in Kherson region to LLC \u00abK-Telekom<\/a>\u00bb in June 2022. Russian \u00abK-Telekom\u00bb was created as mobile operator to serve customers in Crimea<\/a> after its illegal annexation in 2014. Russian State Commission on Radio Frequencies illegally allocated frequencies to this company in occupied Crimea. Before Russian occupation, they have been used by Ukrainian mobile operator \u00abMTS-Ukraina\u00bb.<\/p>\n In November 2022, Russian occupants transferred property complex of Ukrainian mobile operator \u00abLifecell\u00bb<\/strong> (LLC \u00abLifecell\u00bb) to so-called state company of \u00abDonetsk People\u2019s Republic\u00bb \u2013 \u00abRepublican operator of communications\u00bb. It is known under brand \u00abFenix\u00bb. Russians transferred<\/a> stolen assets of Ukrainian mobile operators \u00abKyivstar\u00bb and \u00abLifecell\u00bb in Donetsk region to \u00abFenix\u00bb.<\/p>\n Ukrainian pharmacy network of LLC \u00abAvis-Farm\u00bb<\/strong> was transferred to Russian LLC \u00abRenaissance Farma\u00bb, registered in October 2021 in Mytyschi in Moscow region. According to the Russian State Register of Legal Entities, its director and founder is Nelubov Igor Yurjevich. In accordance with Russian social media, network \u00abRenaissance Farma\u00bb had seven pharmacies in Genichesk in December 2022, Rykove, Hola Prystan and Skadovsk.<\/p>\n Russians also transferred premises of Kherson LLC \u00abVKF \u00abMedpreparaty\u00bb<\/strong> to LLC \u00abRenaissance Farma\u00bb.<\/p>\n In September 2022, Russian occupants transferred municipal pharmacies of Kherson and Kherson region<\/strong> to Russian LLC \u00abViliam Pai\u00bb<\/a>. This company was registered in July 2023, with legal address in occupied Hola Prystan. Its director is Kovalyova Tetyana Mykhailivna<\/strong>. It is the full name of wife of Oleksii Kovalyov, traitor and former member of Ukrainian Parliament from presidential party \u00abServant of People\u00bb. He voluntary took the position of \u00abVice Prime Minister on Agricultural Policy\u00bb of Russian occupation administration in Kherson region and was killed in August 2022. Kovalyova is also director of another pharmacy \u2013 \u00abDokfarm-med\u00bb in occupied Simferopol. Russian citizen Daria Borodina is co-founder of both Kovalyova\u2019s companies.<\/p>\n In November 2023, Tetyana Kovalyova asked Russian \u00abgovernor\u00bb Volodymyr Saldo to transfer 22 pharmacies in occupied Kherson region to LLC \u00abViliam Pai\u00bb. She referred to \u00abnumerous requests of citizens and heads of local administrations\u00bb. These pharmacies included six pharmacies in Novotroitska community, two \u2013 in Kalanchak community, eight \u2013 in Genichesk, one \u2013 in Askania-Nova, Velykokopanivska and Bekhterska communities and three \u2013 in Skadovsk community.<\/p>\n \u00a0 Letter of Tetyana Kovalyova to \u00abgovernor\u00bb Volodymyr Saldo about transfer of stolen pharmacies to LLC \u00abViliam Pai\u00bb. Assets of Ukrainian JSC \u00abUkrnafta\u00bb<\/strong> in Chulakivka village in Skadovsk raion (Zhovtneva street, 21) were transferred to LLC \u00abE-Neft\u00bb.<\/a> It is the Russian clone of Ukrainian LLC \u00abE-Neft\u00bb. The director of Russian clone is Kovalyov Ivan Kyrylovych (born on October 1, 1953). It is founded by Trukhan Volodymyr Yuriyovych.<\/p>\n 71 years old Ivan Kovalyov, father of Oleksii Kovalyov, is director and owner of Russian companies \u00abNeont LTD<\/a>\u00bb, \u00abLK-Agro<\/a>\u00bb, \u00abGrin-Grup<\/a>\u00bb, \u00abDSD-Trade<\/a>\u00bb, illegally registered in Kherson region. He is also manager and co-owner of private farm \u00abYuger\u00bb.<\/a><\/p>\n Russian occupation authorities transferred buildings and premises of Kherson LLC \u00abSystema aptek \u00abKrok\u00bb<\/strong> to LLC \u00abUrm-Farm\u00bb.<\/a> It was registered in 2020 in occupied Donetsk. It is managed by Maluk Ksenia Valeriivna and founded by Mamaeva Lilia Leonidivna, wife of Sergii Mamaev<\/strong>, an assistant of Crimean collaborator Borys Faingold<\/strong>, an influential advisor of Saldo. We uncovered this clan and its expropriation of Ukrainian elevators, grain and other assets of agricultural enterprises in an investigation \u00abExpropriation Named After Saldo<\/a>\u00bb.<\/p>\n Russian occupants transferred assets of Ukrainian company \u00abInter-Sklad\u00bb<\/strong> to LLC \u00abLider Motors Yug\u00bb<\/a>, illegally registered in occupied Melitopol of Zaporizhzhia region. Its General Director is Tymchuk Oleg Mykolayovych and founder \u2013 Smaga Mykola Oleksandrovych.<\/p>\n Kherson factory \u00abDanone\u00bb<\/strong><\/a> (LLC \u00abDanon-Dnipro\u00bb) was transferred for one year to LLC \u00abEdelveis\u00bb on July 21, 2022. We could not find its owners as the hacked document does not indicated identification number whereas there are many legal entities with name \u00abEdelveis\u00bb. Local residents were outraged when \u00abtemporary administration\u00bb, appointed by occupants on the factory, stole all products and did not give them to hungry local people.<\/p>\n It should be reminded that last year Russian authorities expropriated Russian branch of \u00abDanone\u00bb (JSC \u00abDanon-Russia\u00bb, 17 factories in Russia) and appointed Yakub Zakriev, Vice Prime Minister of Chechnya and nephew of Chechen President Ramzan Kadyrov, as its new director.<\/p>\n Assets of gas stations<\/strong> in Novooleksiivka village of Genichesk raion were transferred by Russian occupants to LLC \u00abImpost\u00bb in August 2022. According to Russian occupation social media, LLC \u00abImpost\u00bb is headed by Enver Aliev. Invaders thanked Aliev for the delivery of gasoline to Russian troops, stationed on Kinburn Spit, and aid for residents of Kursk region in the Russian Federation.\u00a0<\/span><\/p>\n Enver Aliev brought an aid to Russian invaders on Kinburn Spit, June 2024. Screenshot of video on Russian occupation social media<\/em><\/p><\/div>\n LLC \u00abStroitsenter\u00bb<\/a> from occupied Luhansk has used Kherson assets of Ukrainian LLC \u00abEpicenter K\u00bb and LLC \u00abNova linia 1\u00bb<\/strong> before the liberation of Kherson. Now this Luhansk company uses seized supermarkets \u00abEpicenter\u00bb in occupied Luhansk and Melitopol. It is managed by Yakubovsky Oleksandr Leonidovych. He is business partner of Kostyantyn Korolevsky, brother of Natalia Korolevska, former member of the Ukrainian Parliament. Since February 2023, she has been wanted<\/a> by Ukrainian law enforcement bodies. As the Center of Journalist Investigations uncovered, Yakubovsky is co-founder<\/a> of Russian company \u00abYBS\u00bb registered in Crimea.<\/p>\n Assets of the factory of aerated concrete of LLC \u00abPBG Kovalska\u00bb<\/strong> in Nova Kakhovka were transferred to LLC \u00abPromInterKrym\u00bb in August 2022. We failed to find detailed data about this company in Russian registers.<\/p>\n Factory of aerated concrete with name \u00abEnergy Product\u00bb was created in Nova Kakhovka in 2013. It has been the fourth largest manufacturer of aerated concrete in Ukraine. Its capacity<\/a> reached 530 thousand of cubic meters of concrete per year.<\/p>\n In August 2022, Russian occupants illegally transferred assets of Ukrainian LLC \u00abKakhovka Protein Agro\u00bb<\/strong> to Crimean LLC \u00abDruzhba narodov Krym\u00bb<\/a>, registered in Petrivka village. Viktor Golovko is director of this company, with Russian citizen Viktor Oleksandrovych and Yevhenia Nefidova as its founders.<\/p>\n These Russian citizens are director and founder of LLC \u00abOliva Grup\u00bb.<\/a> It received lucrative assets of JSC \u00abChumak\u00bb<\/strong> in Kakhovka from Russian occupants. \u00abOliva Grup\u00bb was first registered in Simferopol and then re-registered in Yasne village of Melitopol raion of Zaporizhzhia region in Octoer 2023. However, Russians failed<\/a> to re-launch the work of \u00abChumak\u00bb.<\/p>\n Russian occupants transferred assets of Kakhovka branch of Ukrainian LLC \u00abAT Cargill\u00bb<\/strong> to \u00abOliva Grup\u00bb until August 17, 2025. Assets include oil extraction factory. It has been within largest ten manufacturers of oil in Ukraine, with its capacity exceeding 500 thousand tons of sunflower oil per year.<\/p>\n LLC \u00abAT \u00abCargill\u00bb is the Ukrainian branch of American Corporation Cargill, one of the largest grain traders in Ukraine.\u00a0<\/span><\/p>\n Kakhovka branch of LLC \u00abAT Cargill\u00bb (Kakhovka oil extraction factory). Photo: wikimapia.org<\/em><\/p><\/div>\n Assets of Ukrainian LLC \u00abIDS-Ukraina\u00bb<\/strong> in Hola Prystan in Skadovsk raion were transferred to LLC \u00abEverest<\/a>\u00bb registered in Genichesk. Simferopol resident Voitsekhovych Kostyantyn Gennadiyovych is director and co-founder of \u00abEverest\u00bb. Russian occupants also transferred grain elevator in Rivne village<\/a> of Genichesk community to \u00abEverest\u00bb.<\/p>\n At the beginning of 2023, Russian occupants also asked to transfer ten \u00ababandoned\u00bb private farms to LLC \u00abEverest\u00bb. Half of them were owned by Iryna Barakh, wife of Anatolii Matios, former Chief Military Prosecutor of Ukraine.<\/p>\n Russian occupants transferred to illegally created company \u00abKherson Sea Trade Port<\/a>\u00bb a number of Ukrainian assets: Kardashynsky sand quarry<\/strong> in Skadovsk raion, JSC \u00abKhersonsky kombinat khleboproduktiv\u00bb<\/strong> [Kherson bread factory], assets of Kherson ship building factory<\/strong>, property complex of LLC \u00abAlkon Agro\u00bb<\/strong> in Hola Prystan, JSC \u00abDniprovsky terminal\u00bb<\/strong>, stolen ships, piers of port operators LLC \u00abAgro-Transit-Servis\u00bb<\/strong>, assets of LLC \u00abElita Dnipra\u00bb<\/strong> and LLC \u00abTukurui\u00bb<\/strong> in Kherson.<\/p>\n Collaborator Andrii Kharytonov<\/a> has managed \u00abKherson Sea Trade Port\u00bb since the beginning of Russian occupation of Kherson region. In August 2024, he was replaced by Stanotin Vyacheslav Anatoliyovych, Russian citizen from Samara region in Russia.<\/p>\n Assets of LLC \u00abKherson-Kholod\u00bb<\/strong> were transferred to entrepreneur Fedin Yuri Sergiyovych. Russian register contains information about such an entrepreneur. He is registered in Bakhchysarai in Crimea.<\/p>\n Assets of Ukrainian LLC \u00abTekhnotorg\u00bb<\/strong> in Kherson were transferred to illegally created company with the same name \u2013 LLC \u00abTekhnotorg\u00bb.<\/p>\n Assets of Ukrainian LLC \u00abKSM \u00abSiol\u00bb<\/strong> in Kherson (wholesale trade of spare parts for cars) were transferred to LLC \u00abPrivate investment company\u00bb. We did not find information about this in Russian registers. Kugut Maksym Vasylyovych, assistant of Buluks, is the director and founder of this company. Together with 29 years old Viktor Buluk<\/a>, son of Vitalii Buluk, Kugit co-founded non-profit \u00abDevelopment of Skadovsk region\u00bb, registered in Skadovsk in 2017.<\/p>\n Buluk control other expropriated companies. Russian occupants transferred assets of LLC \u00abRice of Ukraine\u00bb<\/strong> in Kalanchak village of Skadovsk raion to LLC \u00abTavria pigs\u00bb<\/a> controlled by Buluks. Assets of Ukrainian LLC \u00abOptimusagro Trade\u00bb<\/strong> and LLC \u00abNovooleksiivsky elevator\u00bb<\/strong> were transferred to LLC \u00abB-Agro\u00bb, founded by Viktor Buluk.<\/p>\n Resort complex \u00abMiLiSa\u00bb in Genicheska Girka<\/strong> of Genichesk raion was transferred to road police of occupation ministry of internal affairs of Kherson region \u00abfor free use\u00bb.<\/p>\n Seized resort complex \u00abMiLiSa\u00bb in Genicheska Girka. Photo from social media<\/em><\/p><\/div>\n As the Center of Journalist Investigations wrote, Russians transferred<\/a> assets of Ukrainian LLC \u00abTroika\u00bb and \u00abKakhovska brovarnya\u00bb<\/strong> to LLC \u00abKhersonskie napitki # 1\u00bb, registered in Feodosia in Crimea. It has been the third attempt to change managers of seized companies. Expropriated LLC \u00abTroika\u00bb keeps working and manufacturing mineral water under \u00abKakhovka\u00bb brand, stolen by occupants. Bottle of \u00abKakhovka\u00bb stood<\/a> on the table near head of Russia Vladimir Putin during his illegal visit to Kherson in April 2023 (he met with commanders of Russian troops \u00abDnepr\u00bb in Arabat Spit).<\/p>\n Immovable property in Skadovsk (Sergiivska street, 10) was transferred to Russian LLC \u00abTSmrbANK\u00bb<\/a>. This banking holding has worked in occupied Crimea and Abkhazia.<\/p>\n Russian occupants transferred resorts \u00abYalynka\u00bb (Naberezhna street, 54) and Illi Kulyka (Naberezhna street, 57)<\/strong> in Genicheska Girka Russian occupation commandant\u2019s office.<\/p>\n In March 2024, traitor Seitumer Nimetullaev illegally registered<\/a> resort named after Illya Kulyk for his name.\u00a0<\/span><\/p>\n Resort \u00abYalynka\u00bb in Genicheska Girka. Photo from open sources<\/em><\/p><\/div>\n In July 2023, Russian occupants transferred immovable assets<\/strong> in Genichesk (Monastyrska street, 45) and Novotroitske village (Suvorova\u00a0 street, 11) to illegal \u00abMain Bureau of Medical and Social Expertise in Kherson oblast\u00bb<\/a>.<\/p>\n Assets of Genichesk milk factory<\/strong> were transferred to LLC \u00abNarodny ambar\u00bb<\/a>, registered in Kerch in Crimea (its director and founder \u2013 Yakubo Oleksii Dmytrovych).<\/p>\n Five premises <\/strong>in Genicheska Girka (Naberezhna street, 33-a) were transferred to illegal \u00abministry of internal affairs of Kherson region\u00bb.<\/p>\n Movable assets<\/strong> in Genicheska Girka (Naberezhna street, 42) were transferred to seized company \u00abAskaniiskoe\u00bb,<\/a> located in Tavrychanka village of Kakhovka raion. Resort \u00abPrybii\u00bb has the same address in Girka.<\/p>\n Stolen assets did not help company \u00abAskaniiskoe\u00bb. It is reported that company actively kills and sells cows and sheep, cuts personnel and their salaries. The destruction of the company is confirmed<\/a> by Russian occupation social media and legitimate management of the company.<\/p>\n Russian occupants transferred \u00abbuildings on the Left Bank\u00bb<\/strong> with undisclosed address to illegally created Employment Service. It seems that it is about buildings of the Ukrainian State Employment Service on temporary occupied part of Kherson region.<\/p>\n On July 6, 2024, Russian occupants transferred buildings in Genichesk<\/strong> (Naberezhna street, 2) and assets of JSC \u00abZavod krupnykh elektrychnykh mashyn\u00bb<\/strong> in Nova Kakhovka to illegally created company \u00abPallada\u00bb.
