<\/p>\n

Russia keeps expropriating assets of Ukrainians on occupied territories.\u00a0 \u201cMinistry of Land and Property Relations\u201d, created by Russians on occupied part of Zaporizhzhia oblast, collected data about over 168 thousand objects of property. It declared over 11 thousand objects as \u201cproperty of Zaporizhzhia oblast\u201d, i.e. illegally misappropriated by occupation administration of the Russian Federation.\u00a0<\/b><\/p>\n

\u201cMinistry\u201d submitted to the Russian Federal Agency for State Property Management almost 43 thousand declarations about \u201ctransfer\u201d of property into the ownership of Russian \u201cZaporizhzhia oblast\u201d. Over 11 thousand objects of immovable assets have been already declared as the property of \u201cZaporizhzhia oblast\u201d, in accordance with occupation \u201cMinistry\u201d.<\/span><\/p>\n

It is interesting that Russian propagandists reported about 168 thousand objects at the very beginning (<\/span>the CJI stores this video<\/span><\/i> \u2013 ed.). But later this report disappeared from the website of the \u201cMinistry\u201d.\u00a0<\/span><\/p>\n

Russia keeps updating the list of \u201cabandoned property\u201d on temporary occupied territories of Zaporizhzhia region. in December 2024, it has been updated six times. Shopping and office premises in Berdyansk and a number of objects in resort Prymorsk on the coast of the Sea of Azov have been recently added.\u00a0<\/span><\/p>\n

Children\u2019s resort camp \u201cMeotida\u201d has been among them. In accordance with Ukrainian online database YouControl, it has been <\/span>owned<\/span><\/a> by LLC \u201cMeotida LTD\u201d based in Zaporizhzhia. Owners of this company are Leonid Avramenko and Vladyslav Blumin. The latter is also indicated as director. Together with Vladyslav Grabovsky, Blumin is owner of LLC \u201cYurydychna firma \u201cEsteblishment\u201d.<\/span><\/p>\n

In 2019, camp \u201cMeotida\u201d won the largest number of tenders for children\u2019s health improvement conducted by governmental and municipal bodies of Zaporizhzhia region.\u00a0<\/span><\/p>\n

Russian occupants declared almost 600 railroad cars as \u201cabandoned\u201d \u2013 with steel, ore, clay or coal. Cars have been located at railways stations in Berdyansk, Polohy and Melitopol.\u00a0<\/span><\/p>\n

Russian occupants also declared 659 advertisement constructions as \u201cabandoned\u201d. They have been located in Melitopol, Berdyansk and Polohy districts.\u00a0<\/span><\/p>\n

\u201cMinistry of Land and Property Relations\u201d has been set up by Russian occupants on temporary occupied territories of Zaporizhzhia region in January 2024. Since September 2024, it has been headed by Crimean resident <\/span>Anton Olegovych Prokofiev<\/b> (his Russian taxpayer\u2019s code # 910227757621 was issued by Simferopol office of the Russian Federal Tax Service).\u00a0<\/span><\/p>\n

Before his current position, Prokofiev has been deputy head of department on applicants\u2019 affairs of \u201cState Committee on State Registration and Cadastre\u201d of Crimean occupation government. In 2024, he received a letter of gratitude from Russian \u201cHead of Crimea\u201d Sergii Aksyonov. <\/span><\/p>\n

Anton Prokofiev also worked as deputy director of state unitary enterprise \u201cKrym BTI\u201d and in Eupatoria office of \u201cState Register\u201d of Crimea.<\/span><\/p>\n

Russian occupants announced adoption of law which would allow leasing uncompleted buildings, \u201cowned\u201d by Zaporizhzhia oblast, to \u201cinvestors\u201d.<\/span><\/p>\n

Now uncompleted buildings are reconstructed and completed by Regional fund of capital repair of multi-story buildings of Zaporizhzhia oblast (Russian taxpayer\u2019s code # 9001017363). It was created by occupation \u201cMinistry of construction, architecture and municipal economy.\u201d<\/span><\/p>\n

It has been managed by <\/span>Sergei Yurievich Venetsky<\/span><\/a> from Moscow. He has been founder and director of gardening cooperative, security and trading companies.\u00a0<\/span><\/p>\n

In 2024, three objects of uncompleted construction in Melitopol (buildings at addresses\u00a0 – Belyaeva street, 70,\u00a0 Hetmanska street, 106,\u00a0 50-richya Peremohy Avenue,\u00a0 15)\u00a0 have been transferred to this organization \u201cto complete construction works\u201d.<\/span><\/p>\n

So-called \u201cmilitary uncompleted building\u201d is located on 50-richya Peremohy Avenue, 15. In 2021, state enterprise of the Ministry of Defense of Ukraine \u201c<\/span>Ukrkonversbud<\/span><\/a>\u201d announced tender on selection of general contractor to complete the construction. It was planned to transfer apartments to Ukrainian military servicemen. The building on Belyaeva street has been also owned by the Ministry of Defense of Ukraine.\u00a0<\/span><\/p>\n

The building on Hetmanska street has been owned by the Ministry of Education of Ukraine. It was planned to transfer apartments to professors of the state university.\u00a0<\/span><\/p>\n

In December 2023, occupation \u201cgovernment\u201d of Zaporizhzhia oblast introduced subsidies for the \u201cRegional fund of capital repair\u201d to reconstruct 13.6 thousand square meters of housing. Today reconstruction of three buildings has not been completed.\u00a0<\/span><\/p>\n

On January 1, 2025, Russian \u201cgovernor\u201d Yevhen Balytsky <\/span>ordered<\/span><\/a> to transfer multi-story buildings on occupied territories of Zaporizhzhia oblast under the management of \u201cRegional fund\u201d.<\/span><\/p>\n

\u201cThe Fund is entitled to manage multi-story buildings on the territory of Zaporizhzhia oblast, including collection of payments for municipal services, works on maintenance and current repair in buildings, approval of decisions about joint use of common property in multi-story buildings\u201d, as says this order.\u00a0<\/span><\/p>\n

In November 2024, Russian State Fund on Development of Territories approved application of Zaporizhzhia oblast on capital repair of multi-story buildings. Resources of the Fund will be spent on reconstruction of 39 buildings (repair of 35 roofs and 36 elevators). Total amount is unknown. Overall, Russian occupation authorities plan to spend 16.3 billion Rubles on similar repair works on all occupied territories of Ukraine.\u00a0<\/span><\/p>\n

Control over housing will allow Russian occupants \u201claundering\u201d money on repairs of buildings, identifying property without rights of ownership registered in accordance with Russian legislation, or without residents. Consequently, Russian occupants will declare it \u201cabandoned\u201d and sell to Russian citizens.\u00a0<\/span><\/p>\n

In February 2024, office of Russian Cadastre in Melitopol <\/span>announced<\/span><\/a> the beginning of complex cadastre works in region.\u00a0<\/span><\/p>\n

The Center of Journalist Investigations published database<\/span><\/a> of buildings and apartments expropriated by Russian occupants and their collaborators.\u00a0<\/span><\/p>\n

The CJI reported that <\/span>expropriation of Ukrainian assets<\/span><\/a> has been one of key tasks of Russian occupation authorities. It was launched after the order of governor Yevhen Balytsky.<\/span><\/p>\n
