Salaries of Heads of Military Administrations in Kherson Region and Their Reasons to Hide Them"},"content":{"rendered":"<p><\/p>\n<p><b>Last year heads of local military administrations (hereinafter referred to as MA) of Kherson region have received average monthly salaries from 16 to almost 110 thousand UAH. The monthly average for their majority has been between 70 and 90 thousand UAH.\u00a0<\/b><\/p>\n<p><a href=\"https:\/\/investigator.org.ua\/ua\"><b>The Center for Journalist Investigations<\/b><\/a><b> collected this information from public asset declarations published by the Register of e-declarations of the National Agency on Corruption Prevention (NACP) and answers from local military administrations whose heads closed an access to their declarations. \u00a0<\/b><\/p>\n<p><b>Two heads of MAs \u2013 Tavrychanska MA and Khakhovka City MA \u2013 refused to provide information about their salaried paid by Ukrainian taxpayers. Bilozerka Village MA ignored our request.\u00a0<\/b><\/p>\n<p><b>Our <\/b><a href=\"https:\/\/investigator.org.ua\/ua\/investigations\/279166\/\"><b>previous material<\/b><\/a><b> explained why some heads of local military administrations of Kherson region closed access to their asset declarations, without legitimate grounds. Now we look at their salaries and reasons some officials use to hide them from the public.\u00a0<\/b><!--more--><\/p>\n<p><b>What are the salaries of heads of military administrations of Kherson region?\u00a0<\/b><\/p>\n<p><b>Ruslan Rusal<\/b><span style=\"font-weight: 400;\">, Head of Chulakivska Village MA of occupied Skadovsk raion, received the largest salary among 49 local heads of Kherson oblast. It is explained by the source of their income. As acting army officers, they were paid from the budget of the Ministry of Defence of Ukraine. In 2024, there were, at least, five heads of MAs as acting army officers, including <\/span><b>Roman Mrochko<\/b><span style=\"font-weight: 400;\">, then-head of Kherson City MA.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since May 12, 2025, heads of MAs from this group have received salaries from their military administrations. <\/span><b>Valerii Melnychenko<\/b><span style=\"font-weight: 400;\">, Head of Vinogradivka Village MA of Kherson raion, referred to <\/span><a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/535-2025-%D0%BF#Text\"><span style=\"font-weight: 400;\">the order of the Cabinet of Ministries<\/span><\/a><span style=\"font-weight: 400;\"> from May 9, 2025, which introduced this procedure.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As an access to his public asset declarations is closed, we know only about his current salaries (we submitted respective information request). In May-August 2025, he received 293,5 thousand UAH or average 73,4 thousand UAH per month.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We collected above mentioned information about salaries of heads of local MAs from their e-declarations published in the Register of public asset declarations of public officials maintained by the National Agency on Corruption Prevention and information requests to those military administrations whose head closed an access to their e-declarations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some public officials ignored our information requests. We submitted complaint to the Ombudsman of Verkhovna Rada of Ukraine on Human Rights about violations of the Law of Ukraine (About Access to Public Information\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Vasyl Donets, representative of the Ombudsman in Kherson region, informed us that he initiated investigation on the basis of our complaint, in accordance with the \u201cOrder on Procedure of Investigation by the Ombudsman of Verkhovna Rada of Ukraine on Human Rights about Cases of Violations of Human Rights and Freedoms of Citizen\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After this complaint, we received detailed answers with requested information from representatives of Stanislav and Chornobaivka Village MAs and refusal from Kakhovka City MA.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We did not receive any answer only from Bilozerka Village MA, headed by Ihor Ostrivny.<\/span><\/p>\n<div id=\"attachment_279546\" style=\"width: 1010px\" class=\"wp-caption alignnone\"><img aria-describedby=\"caption-attachment-279546\" decoding=\"async\" loading=\"lazy\" class=\" wp-image-279546\" src=\"https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/004-2.jpg\" alt=\"\" width=\"1000\" height=\"614\" srcset=\"https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/004-2.jpg 1280w, https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/004-2-300x184.jpg 300w, https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/004-2-1024x629.jpg 1024w, https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/004-2-768x472.jpg 768w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><p id=\"caption-attachment-279546\" class=\"wp-caption-text\"><i><span style=\"font-weight: 400;\">Heads of communities and raions of Kherson oblast, October 2023. Photo: Facebook\/\u041e\u043b\u0435\u043a\u0441\u0430\u043d\u0434\u0440 \u041f\u0440\u043e\u043a\u0443\u0434\u0456\u043d<\/span><\/i><\/p><\/div>\n<p><b>Tavrychanka and Kakhovka: salary as \u201cthe threat to the national security\u201d<\/b><\/p>\n<p><b>Tetyana Yuschenko<\/b><span style=\"font-weight: 400;\">, head of Tavrychanska Village MA of Kakhovka raion, interpreted our information request about her salary as the threat to the state sovereignty, territorial integrity, constitutional order and public order in Ukraine.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Her response has been among the first answers to our requests. It is confusing and long (six pages). She refused to provide information about her salary paid by Ukrainian taxpayers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Her response may shock by description of violations of laws and customs of war, though we did focus on them at all. Inter alia, she wrote that representatives of military administration has \u201csisters, brothers, nephews, friends etc.\u201d on temporary occupied territories of the Left Bank of Dnipro. They can be identified and tortured by Russian occupants.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cTavrychanska Village MA concluded that disclosing requested information [about salary of head of administration] may disclose above mentioned persons residing on temporary occupied territory of Left Bank Kherson region; may cause serious harm \u2013 their detainment, interrogation, torture, death; may cause serious harm to public interests, namely \u2013 detainment, torturing and death of above mentioned citizens. That is why the harm to citizens of Ukraine, residing on temporary occupied territories, is significant. This harm caused by disclosing public information prevails over public interest itself\u201d, as wrote Tetyana Yuschenko.\u00a0<\/span><\/p>\n<a href=\"https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/005.pdf\" class=\"pdfemb-viewer\" style=\"\" data-width=\"max\" data-height=\"max\"  data-toolbar=\"bottom\" data-toolbar-fixed=\"on\">005<br\/><\/a>\n<p><strong><i>Answer of Tetyana Yuschenko, Head of Tavrychanska Village MA<\/i><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">As she argues, public information on activity of governmental authorities and their employees under the conditions of Russian military aggression against Ukraine may threaten lives and health of citizens, residing on temporary occupied territories, \u201ccause crimes and become threat to the national security\u201d. Photo: Facebook\/\u0426\u0435\u043d\u0442\u0440 \u0434\u043e\u043f\u043e\u043c\u043e\u0433\u0438 \u0445\u0435\u0440\u0441\u043e\u043d\u0446\u044f\u043c \u201c\u0412\u0456\u043b\u044c\u043d\u0456 \u0440\u0430\u0437\u043e\u043c\u201d<\/span><\/i><\/p><\/div>\n<p><span style=\"font-weight: 400;\">After our complaint to the Ombudsman of Ukraine, Kakhovka City MA sent us similar refusal (it <\/span><a href=\"https:\/\/investigator.org.ua\/ua\/publication\/south-articles\/276445\/\"><span style=\"font-weight: 400;\">ignored<\/span><\/a><span style=\"font-weight: 400;\"> our previous requests about public information). Other local military administrations of Kherson region have also followed the same line of arguments when they ignored our requests. Representatives of local governmental authorities called our journalists and told that they would not answer because information about salaries of Ukrainian public officials from temporary occupied territories of Kherson region was a state secret and its disclosure might threaten people.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cClose relatives of some employees of Kakhovka City Community have resided on temporary occupied territories of Kherson region (brothers, sisters, parents, children, nephews, and friends). They have their assets there. Disclosing personal data about income may cause heavy consequences: abduction, torturing, imprisonment or even death of these citizens. Thus, disclosing requested data creates direct threat to their lives, health and safety\u201d, as stated in his response-refusal <\/span><b>Vitalii Nemerets<\/b><span style=\"font-weight: 400;\">, head of Kakhovka City MA and elected mayor of Kakhovka,\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He and Tetyana Yuschenko promised to provide information about their salaries in 2024 only after \u201cde-occupation of Left Bank Kherson region or changes of circumstances\u201d.\u00a0<\/span><\/p>\n<div id=\"attachment_279549\" style=\"width: 970px\" class=\"wp-caption alignnone\"><img aria-describedby=\"caption-attachment-279549\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-279549\" src=\"https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/007-1.jpg\" alt=\"\" width=\"960\" height=\"886\" srcset=\"https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/007-1.jpg 960w, https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/007-1-300x277.jpg 300w, https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/007-1-768x709.jpg 768w\" sizes=\"(max-width: 960px) 100vw, 960px\" \/><p id=\"caption-attachment-279549\" class=\"wp-caption-text\"><i><span style=\"font-weight: 400;\">Vitalii Nemerets, Head of Kakhovka MA, May 2025. Photo: Kakhovka local community\u00a0<\/span><\/i><\/p><\/div>\n<p><b>\u201cPublic officials invented reasons to ignore requests\u201d\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In their responses, Vitalii Nemerets and Tetyana Yuschenko referred to the decisions of the European Court on Human Rights and the Law of Ukraine \u201cAbout Prevention of Corruption\u201d. The Law <\/span><a href=\"https:\/\/investigator.org.ua\/ua\/investigations\/279166\/\"><span style=\"font-weight: 400;\">allows public officials<\/span><\/a><span style=\"font-weight: 400;\"> to close an access to their public asset declarations under certain conditions. But almost two years ago the NACP clearly <\/span><a href=\"https:\/\/nazk.gov.ua\/uk\/vyluchennya-deklaratsiyi-z-vidkrytogo-dostupu-yak-vyznachyty-chy-ye-pidstavy-cherez-chleniv-sim-yi-deklaranta\/\"><span style=\"font-weight: 400;\">explained<\/span><\/a><span style=\"font-weight: 400;\"> that availability of assets on occupied territories cannot be the reason to close an access to declarations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is remarkable that two members of the team of Vitalii Nemerets, his deputies <\/span><b>Ivan Orekhov<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Volodymyr Ragulin<\/b><span style=\"font-weight: 400;\">, did not close an access to their declarations. Anybody can find them online and receive information about their salaries. It makes reasons of Nemerets groundless.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More to that, the Ukrainian legislation <\/span><a href=\"https:\/\/cedem.org.ua\/analytics\/dostupu-sudova-praktyka\/\"><span style=\"font-weight: 400;\">does not stipulate any restrictions<\/span><\/a><span style=\"font-weight: 400;\"> on access to public information under martial law, except of restrictions introduced before the Russian full scale invasion into Ukraine. The Law of Ukraine \u201cAbout Access to Public Information\u201d contains clear statement: \u201can access to the public information on spending budgetary resources <\/span><a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/2939-17#Text\"><span style=\"font-weight: 400;\">cannot be restricted<\/span><\/a><span style=\"font-weight: 400;\">, including an access to copies of relevant documents, conditions for receiving these resources or assets, names of physical persons who received these resources or assets\u201d.\u00a0<\/span><\/p>\n<a href=\"https:\/\/investigator.org.ua\/wp-content\/uploads\/2025\/10\/008-1-1.pdf\" class=\"pdfemb-viewer\" style=\"\" data-width=\"max\" data-height=\"max\"  data-toolbar=\"bottom\" data-toolbar-fixed=\"on\">008 (1)<br\/><\/a>\n<p><i><span style=\"font-weight: 400;\">Answer to our request of Vitalii Nemerets, Head of Kakhovka City MA<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The Law of Ukraine \u201c<\/span><a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/2657-12#Text\"><span style=\"font-weight: 400;\">About Information<\/span><\/a><span style=\"font-weight: 400;\">\u201d also stipulates that \u201cinformation about the use of public resources by recipients of resources of state and local budgets cannot be treated as the information with restricted access\u201d. The Law of Ukraine \u201c<\/span><a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/2297-17#Text\"><span style=\"font-weight: 400;\">About Protection of Personal Data<\/span><\/a><span style=\"font-weight: 400;\">\u201d stipulates the following: personal data of public officials and officials of local self-government bodies cannot be confidential. Heads of local military administrations and their subordinates fall within this group of officials.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Reference to the <\/span><a href=\"https:\/\/cedem.org.ua\/news\/tsedem-pereklav-rishennya-yespl-iz-dostupu-do-informatsiyi\/\"><span style=\"font-weight: 400;\">decision<\/span><\/a><span style=\"font-weight: 400;\"> of the European Court on Human Rights seems to be groundless as this decision is related about illegal refusal to provide requested information.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the other hand, the opinion of officials from Kakhovka and Tavrychanka is partially grounded when they mention the legislative right to restrict an access to public information. Article 6 of the Law of Ukraine \u201cAbout Access to Public Information\u201d says about three requirements (or so-called <\/span><a href=\"https:\/\/www.facebook.com\/office.ombudsman.ua\/posts\/%D0%B2%D1%96%D0%B4%D0%BA%D1%80%D0%B8%D1%82%D1%96%D1%81%D1%82%D1%8C-%D1%87%D0%B8-%D0%BE%D0%B1%D0%BC%D0%B5%D0%B6%D0%B5%D0%BD%D0%BD%D1%8F-%D1%96%D0%BD%D1%84%D0%BE%D1%80%D0%BC%D0%B0%D1%86%D1%96%D1%97-%D1%8F%D0\"><span style=\"font-weight: 400;\">three-partite test<\/span><\/a><span style=\"font-weight: 400;\">). The first is when restriction is applied exclusively for the interests of the national security, territorial integrity or public order, in order to prevent criminal deeds and public riots; for the benefit of public health; in order to protect reputation or rights of other persons, to prevent disclosure of information received under conditions of confidentiality; or to support the authority and impartiality of justice.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The second requirement is when disclosure of public information may cause serious harm to above mentioned interests.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The third is when the harm, caused by disclosure of public information, may prevail over public interest to receive it.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The application of above mentioned norms might seem grounded if heads of local military administrations would physically reside on temporary occupied territories. Under these conditions, disclosure of information about their official position, salary or paid taxes might indeed cause serious harm to them from Russian occupants, as <\/span><b>Tetyana Yuschenko<\/b><span style=\"font-weight: 400;\"> from Tavrychanka Village MA put it. But we know that all heads of local MAs in Kherson region are residing on the territory under control of the Ukrainian government. During Russian full scale invasion into Ukraine, courts have repeatedly recognized that information about salaries of public officials \u201cdid not influence the protection of interests of the national and territorial integrity\u201d. For example, Odesa District Administrative Court explained in its <\/span><a href=\"https:\/\/reyestr.court.gov.ua\/Review\/107868899\"><span style=\"font-weight: 400;\">decision<\/span><\/a><span style=\"font-weight: 400;\"> from December 14, 2022, that such information was related only to concrete public official who receives the salary from the state budget of Ukraine. The <\/span><a href=\"https:\/\/reyestr.court.gov.ua\/Review\/107931172\"><span style=\"font-weight: 400;\">decision<\/span><\/a><span style=\"font-weight: 400;\"> of Chernihiv District Administrative Court from December 19, 2022 upheld this position. It considered the lawsuit submitted about non-disclosure of information on salaries of public officials of Sosnytska Village Council in Chernihiv oblast. These officials justified their refusal by a threat this information would be used by the enemy. The Court recognized their refusal as unlawful. There are dozens of similar court decisions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to <\/span><b>Oksana Maksymenuk<\/b><span style=\"font-weight: 400;\">, the lawyer and head of legal unit of the Institute for the Development of Regional Press, heads of Kakhovka and Tavrychanka MAs \u201cinvented\u201d the reason to restrict an access to information about their salaries.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAll their explanations about refusal do not meet norms of the Ukrainian legislation and are groundless. Under the martial law, an access to public information can be restricted only in exclusive cases and only after application of tri-partite test. Responses of public officials demonstrate that they heard something about it and tried to apply it. But they applied it incorrectly and did not explain why the harm from disclosure of their salaries would prevail over public interest. It is clear that public interest prevails here as they are all public officials. Information about their salaries does not influence the national security and safety of their relatives residing on temporary occupied territory\u201d, as explained Oksana Maksymenuk.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">She believes that requirement of some heads of local MAs in Kherson region not to disclose information about their salaries is also groundless, though they provided this information in their responses to our requests.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the majority of public officials did provide information we requested. Some officials started publishing information on their salaries on official websites of their administrations, as <\/span><a href=\"https:\/\/khoda.gov.ua\/publichni-koshty\/oplata-pratsi\/informatsiia-pro-rozmir-zarobitnoi-platy-holovy-khersonskoi-oblasnoi-derzhavnoi-administratsii-pershoho-zastupnyka-ta-zastupnykiv-holovy-oblasnoi-derzhavnoi-administratsii\"><span style=\"font-weight: 400;\">Head of Kherson Oblast Military Administration<\/span><\/a><span style=\"font-weight: 400;\"> and his deputies did.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some other officials in their responses directly stated they did not have any reasons to hide information about their salaries. As <\/span><b>Ivan Dudar<\/b><span style=\"font-weight: 400;\">, Head of Askania-Nova Village MA of Kakhovka raion wrote, \u201cbodies of local self-government, their public officials are obliged to act only within powers and in a way, stipulated by the Constitution and laws of Ukraine\u201d.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Unfortunately, not all Ukrainian officials are aware about this thesis.\u00a0<\/span><\/p>\n<p><b>P.S. <\/b><span style=\"font-weight: 400;\">After publication of this material, representatives of Bilozerka Village MA contacted us and informed that they sent their response on time. It turned out that they indicated wrong address and we did not receive it. They re-sent the response. Average salary of <\/span><b>Ihor Ostrivny<\/b><span style=\"font-weight: 400;\"> in 2024 reached 85\u00a0310 UH per month and 1\u00a0023\u00a0715 UAH per year.
