Medvedev’s Fund as War PR Tool of «United Russia»

The name of Medvedev’s fund «Our truth» is a reference to Medvedev’s article «Our people, our land, our truth», published at the end of 2022 to justify Russian aggression against Ukraine.

«Our truth» is a joint project of two other Medvedev’s funds, used to launder his money and register his secret assets in 2000s. Now these funds sponsor Russian aggression and serve as a PR tool for Putin’s political party «United Russia», headed by Dmitrii Medvedev.

Medvedev’s funds accumulate Russian dirty money – bribes and kickbacks of leading Russian oligarchs to Russian political elite.

The Center of Journalist Investigations will name Russian companies and persons who administer these funds and help Medvedev and «United Russia» to invade Ukraine.

«Non-commercial fund of patriotic initiatives «Our truth», registered in March 2023, signed an agreement of cooperaton with Putin’s party «United Russia» (UR) in April 2023. Since then, it has given ammunition and other aid worth 2.23 billion Rubles to the Russian Armed Forces.

Any transfer of ammunition and «humanitarian aid» is supported by massive PR campaign in Russian mass media. Close media attention is explained by the high status of the aid contributors. As a rule, it is «cream of the cream» of Putin’s party «United Russia» (UR) and its youth branch «Young Guard of «United Russia». They deliver drones, radio electronic and optical devices, thermal cameras, cars and bikes to the Russian troops. Recently, Medvedev’s fund ordered delivery of aid to Russian troops fighting the Ukrainian Armed Forces in Kursk region of the Russian Federation.

The first fund’s delivery of aid was conducted by Sergei Kirienko, the First Deputy Head of Putin’s Administration, and Andrei Turchak, then secretary of General Council of «UR», in April 2023. They brought it to BARS «Kaskad», commanded by Dmitrii Sablin, a member of Russian State Duma from «United Russia» and a head of «Combat Brotherhood». His activity has been investigated several times by the Center of Journalist Investigations.

Aleksandr Amelin and Anton Demidov, heads of «Young Guard of «United Russia», also often bring ammunition and other «aid» to Russian troops. We covered their participation in war crimes in Mariupol (filtration and deportation of inhabitants to Russia) in our special investigation of bloody komsomol of «UR». Now they have another order from their older comrades.

Aleksandr Sidyakin, a head of the Central Executive Committee of «United Russia», has also regularly delivered an «aid» to Russian troops. He calls «Our truth» as «the fund of Dmitrii Anatolyevich Medvedev who personally answers requests of our soldiers».

However, as the Center of Journalist Investigations found out, an aid from «Our truth» is a small drop in the financial ocean operated by its founders – personal funds of Dmitrii Medvedev.

Where do you get money, Dmitrii?

The Russian State Register of Legal Entities does not disclose information about founders of fund «Our truth». But the find’s website says that «Our truth» is the joint project of two charitable organizations assisting Russian soldiers and citizens on the territory of the Russian «special military operation». Their names are as follows: Fund of regional non-commercial projects «Dar» [Gift] and non-commercial fund for preservation of historical and cultural heritage «Gradislava».

Both legal entities were highlighted in the famous investigation of Aleksei Navalny’s Foundation to Fight Corruption «On vam ne Dimon» [He is not Dimon] in 2017. This investigation found out that Dmitrii Medvedev used these and two other «charitable» funds to launder money and manage his secret luxury assets and businesses. At that time, fund «Gradislava» owned Medvedev’s palace and land in luxury Moscow suburb. Palace and land worth 5 billion Rubles were offered to «Gradislava» by other «fund» called «Sotsgosproekt». It its turn, latter fund received it as a charitable gift from Russian oligarch Alisher Usmanov.

There is another Medvedev’s palace in Plyos village in Ivanovo region. It is called «Milovka». It is the former palace of Russian pre-Bolshevik nobility. It has been de jure owned by fund «Dar». In its turn, «Dar» received 33 billion Rubles from Leonid Simanovsky and Leonid Mikhelson, Russian oligarchs and owners of gas company «Novatek». «Gasprombank» gave 11 billion Rubles to «Dar» as the credit.

In 2014, «Dar» offered restored palace to «Gradislava».

Ilya Yeliseev, university classmate and friend of Medvedev, unites numerous funds and their assets into one network – personal network of Dmitrii Medvedev. Yeliseev has been head of supervisory boards of charitable funds and business companies for years. This network registers luxury yachts for fake companies and delivers wines from Medvedev’s winery in Tuscany, avoiding international sanctions.

All these land plots, wineries, palaces, yachts and billions of funds are kickbacks to Medvedev, in accordance with Navalny’s Fund to Fight Corruption. Usmanov and Yeliseev submitted defamation lawsuits against Navalny’s Fund…

It is important to emphasize that Medvedev and «United Russia» use dirty money in their funds to sponsor Russian war against Ukraine.

It is interesting to compare amounts allocated by Medvedev for his personal needs and for the support of Russian «special military operation». It should be noted that the value of assets of both funds has steadily grown over years. In accordance with their reports for 2023, fund «Dar» had almost 16.9 billion Rubles whereas fund «Gradislava» – 14.6 billion Rubles.

Fund «Out truth» spent 2.23 billion Rules for the «special military operation». It is less than its founders spent for their operational activity. Expenditure of «Dar» and «Gradislava» reached 2.689 billion Rubles during two years of the Russian aggression against Ukraine. Both funds showed that they had profit but its origin is unknown. The sources of income of fund «Our truth» are also unknown. Its website says nothing about it. It demonstrates only calculator of its expenses.

Let us look at those people who manage the fund and participate in the Russian aggression against Ukraine.

He has been Deputy Head of Headquarters on Communication and Radio Technical Support of the 924^th State Center of Unmanned Aviation of the Russian Ministry of Defense before 2019. The Center is located in Kolomna in Moscow region.

Since Soviet times, the 924^th Center has combined training and R&D activity. It has trained specialists on unmanned aviation and supported the development of drones, their use and testing. The development of new drones became one of the most important activities of fund «Our truth».

It seems that Aleksandr Brovchenko has been promoted to the senior position in «Our truth» by his brother – Sergei Brovchenko. Since 2015, Sergei Brovchenko has been General Director of «Foundation for Support of Winter Olympic Sports». It has been mentioned in Navalny’s investigation of Medvedev’s assets. In 2014, this Foundation received luxury House of reception «Psekhako», built as Olympic object near Sochi.

has been the Head of Supervisory Board of «Our truth». He is Lieutenant Colonel and graduate of Military Airspace Academy named after Mozhaisky in Saint Petersburg (1996).

In accordance with databases hacked by KibOrg community, Karabinskii has worked in Military Air Defense University in Tver for long time (now it is called Military Academy of Airspace Defense named after G.Zhukov). He has been senior engineer of laboratory and professor of operational and tactical use of antimissile troops until 2007.

After his retirement, Karabinskii worked as Deputy Director on Administrative Issues in fund «Dar». In April 2013, he has been promoted to the position of the General Director of another Medvedev’s fund «Gradislava».

In accordance with the Russian State Register of Legal Entities, fund «Our truth» is a founder of two legal entities: LLC «Investments» and non-commercial organization «Center of Unmanned Systems and Technologies».

41 years old Dmitrii Grigoryev has been founder of «Investments» before September 2023. Since then, «Our truth» is its sole owner. Grigoryev graduated from three governmental academies – financial academy under the Cabinet of Ministries of the Russian Federation, legal academy under the Ministry of Justice and diplomatic academy under the Ministry of Foreign Affairs. It seems he has connections with Russian intelligence services.

Before 2016 Grigoryev has worked as leading specialist in «Gasprombak». Then, he moved to managing company «Meritazh». This company has been founder of «Foundation for Support of Winter Olympic Sports»! Navalny’s investigation found out that «Meritazh» was involved into recruitment of personnel, servicing immovable and other assets of Medvedev.

It is remarkable that Dmitrii Grigoryev is the owner of 49% of shares of venture fund Qventures (through company «Arktur holding»). In 2021, Qventures acquired a share in the Russian service of geo-promotion «Pointer». This company works with Russian clients and supports their locations in 14 countries – members of the Community of Independent States, Israel, Great Britain etc.

Dmitrii Grigoryev maintains close relations with Marianna Bedzhanyan, daughter of Russian diplomat Yuri Bedzhanyan, current Russian Ambassador to Costa Rica. Befroe 2019, Bedzhanyan has been Russian General Consul in Montreal. As we found out, Dmitrii Grigoryev participated in the Russian propagandist event «Immortal regiment» in Montreal at that time.

LLC «Center of Unmanned Systems and Technologies» is far more interesting than LLC «Investments». It is co-founded by fund «Our truth» and sanctioned «Promsvyazbank». Its board has been headed by Pyotr Fradkov, son of Russian ex-Prime Minister Mikhail Fradkov. Before 2016, he has headed the Service of External Intelligence of the Russian Federation.

«Promsvyazbank» is the key banking institution for the Russian military industrial complex. It operates on occupied territories of Eastern and Southern Ukraine (over 400 offices).

«Center of Unmanned Systems and Technologies» was registered in February 2024 as autonomous non-commercial organization. In accordance with fund «Out truth», this Center unites over 100 companies in the sphere of unmanned technologies.

He is a member of Commission on patriotic and spiritual development of youth of the Council under the President of the Russian Federation. Sinnce 2018, he has headed Association of military patriotic clubs of DOSAAF and worked as an advisor of Colonel General A.Kolmakov, the head of DOSAAF. Timofeev has been also deputy head of economic council of Association of Veterans of Special Forces «Alfa».

After Russian full scale invasion into Ukraine, he has brought many times an aid to Russian troops in occupied Eastern Ukraine. In the middle of October 2022, Timofeev visited Syria «within an agenda of coordination headquarters of Russia and Syria from the Russian Ministry of Defense». In December 2022, he signed a contract for participation in the Russian «special military operation» in Ukraine.

In April 2023, Russian non-profit «Officers of Russia» awarded Russian soldiers at the location of the 56^th special purpose brigade of so-called «First Army Corps of Donetsk People’s Republic». Timofeev has been among recipients of awards. It seems that Andrei Timofeev serves in this brigade.

From March till October 2023, Rubinshtein has headed «Federal Center of Unmanned Systems». It is a cluster of unmanned technologies in an industrial park «Rudnevo» located near Moscow. It unites 12 manufacturers of drones. When Rubinshtein left this Center, he co-founded company «Berkut» (production of drones). He manages simultaneously «Berkut» and «Center of Unmanned Systems and Technologies».

Products of «Center of Unmanned Systems and Technologies»

As it was mentioned above, the Center was registered at the end of February 2024. In April 2024, the Center presented its stand at the exhibition «Day of Innovations of Airborne Troops» with its products. Andrei Turchak, a secretary of General Council of «United Russia», told that enterprises of the Center manufactured drones, communication and radio electronic devices.

It is very surprising that the Center succeeded in launching the production of hundreds within one month of its existence! As the Center reported, it supplied FPV drones «Starling», «manufactured by engineers of the Center».

It is a lie as these drones have been supplied to the front before registration of the Center. For example, when representatives of «United Russia» brought 700 drones at the end of March 2024, a paratrooper from the 76^th division of airborne troops told them that Russian paratroopers have already used them and destroyed 20 Ukrainian armoured vehicles, including tanks «Leopard» and «Bradley».

It seems that senior officials of «United Russia» have used the Center as a tool for their political promotion.

The Center of Journalist Investigations collected and analyzed information from open sources – broadcasts of Russian propagandists, Z-journalists, catalogues of Russian exhibitions. Now we are able to name real Russian manufacturers of drones as they should be subjected to international sanctions.

The Center of Unmanned Systems and Technologies presented several models of drones at the exhibition «Army-2024». Aleksandr Sidyakin told journalists about Russian analogues of Chinese «Mavics» and Ukrainian bomber «Vampire», cargo drone and devices of radio electronic interception. He made an emphasis on FPV drone «Starling». Thirteen thousands of these drones have been already supplied to Russian troops. «Controllers, engines, propeller and battery are manufactured in Russia», as underlined Sidyakin.

It is funny that Russian community «Kulibin club» has also reported about production and delivery of thousands of «Starlings». This «club» is hosted by another Putin’s organization – «People’s Front». In September 2024, «club» demonstrated its products to Putin. Head of «club» Aleksandr Panichev gave interview in the shop where drones were produced and disclosed their characteristics. They are identical to «Starling», «produced» by the Center of Unmanned Systems and Technologies.

«Kulibin club» has steadily increased its production capacity – from 5 thousand drones per month in May 2024 to 10 thousand in subsequent months.

In June 2024, Ukrainian media Крим.Реалії published an interview with Ukrainian engineer of the 116^th separate brigade Bohdan «Bogur». He told that all details of trophy «Starling» had serial numbers of the manufacturer and brand name.

Ukrainian expert Sergii Beskrestnov, known as Сергій Флеш [Sergii Flesh], also analyzed trophy «Starling». «Drone «Starling» is produced in Russia. The scope of work is chosen from band 150-960 Mh upon the order. It is a signal for us that 500 Mh is not a threshold and we should already order modules of other scope», as commented Sergii Flesh in August 2024.

Panichev is also owner and general director of medical company «Insidemed» in Moscow. The company owns clinic of holistic health care «Statera». Elizaveta Panicheva, wife of Panichev, calls herself the owner of clinic.

Let us come back to the «Center of Unmanned Systems and Technologies». Leaders of «United Russia» bring another product of the Center to the front line. It is the station of radio electronic interception, called «Kapushon» [Hood]. It is installed on cars, trucks and armoured vehicles to suppress signal of Ukrainian drones.

«Hood» has been manufactured by company «Kilovat» from Russian city of Lipetsk.

There are two Lipetsk companies with name «Kilovat». One was registered in February 2024, another – in July 2024. They have different legal addresses but one founder – 50 years old resident of Lipetsk Sergei Anatolyevich Shestopalov. It seems that he is nominal or fake owner.

Legal addreses of both companies «Kilovat» host car repairing and tire services. 46 years old Aleksei Georgievich Gavrilov, born in Odesa and residing in Krasnodar, manages car repairing services. Since August 2024, he has been director of one «Kilovat». Contact information of company «Patriot 23» in Krasnodar indicates his phone number.

Neither Shestopalov nor Gavrilov are indicated by mass media as representatives of company «Kilovat».

The role of media person of «Kilovat» has been performed by another person – Kichko Stanislav Sergeevich.

He graduated from the Department of Investigation and Prosecution of the military institute of the Russian Ministry of Defense. He is co-owner of Moscow company «Doktor Lo». It is clear that he is also nominal or fake representative.

39 years old Maslov Yuri Vladimirovich is general director and founder of ORK. Since 2016, he has been manager in a group of companies of Russian bank «Otkrytie». In 2023, he left broker business and entered the sphere of drones. Together with his father, Maslov founded «Инженерная Компания С.Мартызенски» [Engineering Company S.Martyzenski]. This company develops and manufactures drones from Russian parts. Its proposals include FPV and intelligence drones.

Since February 2024, Yuri Maslov has headed company «ORK». Its website says – «We make Russian products».

All mentioned companies are manufacturers of ammunition for the Russian aggression against Ukraine. They must be included in Ukrainian and Western sanction lists, in order to stop their access to the import of crucial parts and technologies.

Sanctions must be also imposed on Medvedev’s funds «Our truth», «Dar» and «Gradislava». They serve as the common fund of «United Russia» to support Russian occupation Armed Forces.

The Center of Journalist Investigations will disclose participants of Russian national project «Unmmaned Aviation Systems» (with budget over 700 billion Rubles) in its further investigations.
