Russian occupants force entrepreneurs on occupied territories of Zaporizka, Khersonska, Donetska and Luhanska oblasts to pay taxes to the Russian treasury situated in Russian Tulska oblast.

“After October 5, 2022, organizations and entrepreneurs should pay their taxes to the single account of Russian treasury”, as the notice of occupation authorities says, 

Department of the Russian Federal Treasury in Tulska oblast is indicated as the recipient of taxes collected from Ukrainian territories occupied by Russians (to be precise, the recipient is Interregional inspection of the Federal Tax Service on the management of indebtedness). This inspection deals with tax indebtedness. 

Albert Novikov is the head of inspection. When he has been the main tax inspector of the Russian Republic of Comi in 2018, he was declared as one of the three richest tax inspectors of the Russian Federation. He earned 5.8 million Rubles.

Branch of the Bank of Russia in Tula \ Department of the Federal Treasury in Tulska oblast is indicated as the bank-recipient of taxes from occupied Ukrainian territories. 

It should be noted that companies in temporarily occupied Melitopol are forced to re-register in occupation tax inspection and work in accordance with the Russian legislation. 

The first deadline for the re-registration was on July 1. Then, it was moved to the 1st of September. Now occupation authorities warn that the Tax Code of the Russian Federation will be enacted on occupied territories on the 1st of January, 2023. 

Earlier occupation “head of Melitopol” Galyna Danylchenko insisted that taxes would be paid to the “budget of the city”. Their mandatory transfer to the Russian Treasury in Tula makes her statement dubious.
