The Center for Journalist Investigations uncovered three families of citizens of Russia, Lithuania, Latvia and Ukraine, connected with the network of retired senior officers of Russian intelligence services, headed by Colonel General Viktor Komogorov, ex-Deputy Director of FSB. It is group of companies «Ekohidrotechnika», conducting dredging works in ports of Russian Federation, Lithuania and Latvia. It is part of another business group of FSB officers – GDP Group. Group of companies «Ekohidrotechnika» (EHT Group) was launched in 1990 when part of technological fleet of Soviet company «Baltmorput» was privatized. The Group opened a number of interrelated legal entities in Lithuania, Latvia, Russia, USA, Germany, Switzerland, Cyprus and Malta.
Members of Borodins family, residing in Riga, have worked as directors and \ or owners in these companies. Born in Ukrainian Vinnytsia oblast, 68 years old Aleksandr Viktorovich Borodin, citizen of Ukraine and Latvia, was recruited by the KGB in 1983 when he worked as navigator in Soviet «Baltmorput». He has headed companies of EHT Group in USA, Germany and Switzerland. He is final beneficiary of Cypriote company Celleton Holdings Limited, the owner of dredgers «Astra’ і «Poseidon I».
Son of Borodin, 44 years old Aleksandrs Borodins, and his wife Karina Borodina have been founders and directors of Group’s several companies in Latvia, Russia and Cyprus. For example, Borodins-junior works as director of Lithuanian «Green Line Shipping» (its beneficiary is Ukrainian citizen from Mariupol Volodymyr Litovkin). It is the owner of Russian LLC «Baltgeotrest» which, in its turn, has been co-founder of LLC «Baltinvestproekt», together with retired FSB Colonel General Viktor Komogorov and his business partner Akhmed Dzamikhov.

Since 2014, businessman Akhmed Dzamikhov has been founder and director of several companies, connected with retired generals of Russian intelligence services: «Baltinvestproekt», «IVEK», «GDP Group», GDP Geo» etc.
Dzamikhov is married to Lithuanian citizen Lilia Bastene-Dzamikhova. He had business with her before their marriage (winery in Kaliningrad). Their son Artur Dzamikhov is also involved into business with FSB officers. In 2023, his father transferred him a share in LLC «GDP Group», founder of «International Fund of Sustainable Development». Senior managers of the Fund are retired generals Viktor Komogorov and Viktor Orlov.

Lilia Bastene has two children from her previous marriage: son Valdas Bastys (born in 1985) and daughter Snieguolė Bastytė \ Snieguolė Bastytė Kavaliauskienė (born in 1990). They form the third family, involved into business with retired FSB generals in Russia and Lithuania. In 2015, Valdas Bastys became the partner of Komogorov and Aleksandr Borodin in Moscow LLC «Operator ekotekhnoparkov».
Other two companies – «Nanteja» and «Energeja» – are also part of GDP Group, besides companies of «Ekohidrotekhnika». They were registered in Vilnius in 2014. Their main business profile is wholesale trade of chemical products.
The website of GDP Group presents «Energeja» as developer of special technological solutions for military industrial complex, nuclear industry, plane and ship building and projects of underground nuclear heat stations. Group’s website also informs that «Nanteja» developed unique technology for immobilization of radioactive, chemical and toxic waste, and «Rosatom» issued permission to test it.
Shareholders of «Nanteja» are brother and sister Valdas Bastys and Snieguolė Bastytė Kavaliauskienė and their step-father Akhmed Dzamikhov.

«Nanteja», headed by Eimontas Kavaliauskas, husband of Snieguole, became main shareholder of company «Energeja» (51%). General Komogorov has been one of main founders of this company during seven years. Company «IVEK» of Akhmed Dzamikhov, headed by FSB officer Andrei Shkrabo, had 8% of shares. Russian LLC «TVELL-Energia» owned 33% of shares. It is Russian leading developer in the sphere of nuclear energy, partner and supplier of services for Russian concern «Rosatom».
It is remarkable that nobody in Lithuania has heard of these unique technologies and so important companies, as says Jurate Damulite, the editor of investigation unit of Lithuanian media «15 min». It joined the investigation of CJI.
«According to website of GP Group, both companies – «Energeja» and «Nanteja» – were presumably involved into serious spheres in Lithuania – nuclear energy and chemical waste disposal. These are very serious types of activity. We have many questions as we have not heard about these companies, involved into so important spheres. We see Komogorov and Shkrabo as shareholders of «Energeja». We were shocked that these people directly owned company and did not try to hide behind intermediaries as it often happened», as says Jurate Damulite.
Financial reports «Energeja» demonstrate that the company had only one employee – director Eimontas Kavaliauskas. It has been loss making and its revenues did not cover its expenses.
«For what purpose somebody has supported unprofitable company for ten years? From where did they get necessary money? The answer is clear. It is not business. It is cover-up of other activity or «sleeping» project, waiting for awakening», as conclude authors of the investigation of CJI.
