Ukrainian LLC «Budvistaproect» won the tender of Bila Krynytsya gymnasium in Kherson oblast about reconstruction of its building for basic kitchen. As an evidence of its experience, the company indicated the fulfillment of contract in a year when the company did not exist. The company is likely to be part of business empire of Maksym Yefimov, ex-member of Verkhovna Rada of Ukraine and ex-member of Kramatorsk City Council from pro-Russian Party of Regions.
Bila Krynytsya gymnasium of Velyka Oleksandrivka Village Council conducted tender on reconstruction of its first floor for the basic kitchen. Works must be completed by December 10, 2026. The project is financed by EU Ukraine Facility.
After reconstruction, the gymnasium will have basic kitchen providing meals for over 180 children and dining hall for 50 pupils. The gymnasium teaches children from Bila Krynytsya as well as from nine neighboring villages. Until the launch of kitchen, gymnasium students will be delivered meals by private contractor. On August 7, 2026, the gymnasium announced tender on catering services, with expected value of 518,2 thousand UAH.
The procurement of works on reconstruction of gymnasium building for basic kitchen was conducted through the procedure of open tender with special terms. LLC «Budvistaproect» has been the only bidder which submitted its proposal. It has been chosen as the winner. The company with statutory capital of 10 thousand UAH was registered on October 21, 2025 in Perechyn of Zakarpatska oblast. 21 years old Yaroslava Yuriivna Trebik has been the beneficiary of the company.
«Budvistaproect» has the same legal address with LLC «Tvoe ridne misto» [Your native city]. It leases small office from this company. Maksym Yefimov, ex-member of the Ukrainian Parliament, ex-member of Kramatorsk City Council from pro-Russian Party of Regions and businessman with dubious reputation, has been the beneficiary of «Tvoe ridne misto». He moved his business from frontline Donetsk region to Zakarpatska oblast. Many institutions and enterprises of Kramatorsk, frontline city in Donetsk region, moved to cities of Perechyn and Khust in Ukrainian Transcarpathia. Yefimov has been recently named the Honorary Citizen of Perechyn. Local journalists call the city as «New Kramatorsk».
«As the frontline moves closer to Kramatorsk, «little Kramatorsk» is being built here, one thousand kilometers away, in beautiful Transcarpathian city of Perechyn. It does not look like evacuation from the danger. It looks like construction of separate system with factories, residential districts, health care and educational institutions», as writes Kramatorsk Post.

The Group of companies of Maksym Yefimov combines over one hundred assets in the machine building, agriculture and green energy. LLC «UK Industrial park «Friendly Windtechnology» is among the most well known companies. Despite protests of local residents and environmental activists, the company has kept building wind power plants in Carpathian Mountains. This company has been mentioned in documents submitted by LLC «Budvistaproect» for the tender of Bila Krynytsya gymnasium.
According to procurement requirements under EU Ukraine Facility, bidders must have successful experience of the completion of analogous works. «Budvistaproect» submitted the certificate about its experience within last three years. It indicated reconstruction of residential building for the kitchen, upon the order of above mentioned «Industrial park «Friendly Windtechnology». The date of agreement is 24.05.2024. It means that «Budvistaproect» received this contract one and a half year before its registration (21.11.2025)! And procurement entity did not have any remarks about the quality of its works.

A copy of an agreement between Yefimov’s company and «Budvistaproect» strengthens our doubts as it is dated by March 2026. This agreement should be fulfilled by the end of 2026.
The CJI called Olga Slusarenko, contact person of Bila Krynytsya gymnasium and asked about these discrepancies in documents, submitted by «Budvistaproect» for the tender. Olga Slusarenko told us:
«We inspected documents of LLC «Budvistaproect». It seems they were ok. It might be that we missed something. We will re-examine them. We have the right to cancel our decision about the winner and re-examine documents. We have the right not to sign an agreement after August 17. Thank you for your attention».
However, there are also other questions, not related to the experience of the company. Its documents indicate that person named Kostyantyn Semenovych Seleznyov will perform works as the staff member of «Budvistaproect». He is the beneficiary, director and employee of another construction company – LLC «Avtointerstroy». This year it changed its legal address from Kramatorsk to Kharkiv.
Bila Krynytsya gymnasium should know about this company because right now it builds the shelter for the gymnasium (the value of works is 62 million UAH)! Connections between two companies are further confirmed by the fact that Deputy Director of «Avtointerstroy» is Yurii Trebik, the father of Yaroslava Trebik, the owner of Budvistaproect».
It should be also mentioned that two years ago «Avtointerstroy» was included by the Anti-Monopoly Committee of Ukraine into «the black list of bid participants» as the Committee disclosed its participation in tender collusion deals.
